Our Vision: SLBDC is committed to helping the Lambton County community expand its economy.

Mission Statement: Work closely with private and public sector partners to assess local economic problems and to look at new ideas and opportunities to strengthen Lambton's economy.

Invest in new or existing Lambton Businesses to assist them with start-up, expansion or stabilization plans to faciliatate long-term job creation or/maintenance.

Provide critical high-quality products and services to businesses and entrepreneurs including Business Counselling, Entrepreneurial Programs, Reference Library and Internet Access.

OSEB Objective

The Objective of the Self Employment Benefit (OSEB) program is to provide eligible unemployed individuals with income and entrepreneurial support while they develop and implement their business plan.

The OSEB Program, which is funded by the Government of Ontario and delivered by the Sarnia- Lambton Business Development Corporation (SLBDC) is fifty-two weeks duration in Lambton County.

Eligibility Requirements

  • Those accepted to the OSEB Program must be "Insured Participants".

  • Participants must be legally entitled to work in Canada.

  • Participants must contribute cash and/or assets to their business.

  • Participants must start a new business or take over an existing business in which they have had no prior ownership.

  • Participants must have controlling interest in the business throughout the contract period.

  • Participants must be able to demonstrate a sufficient need for the entrepreneurial and financial support provided by OSEB.


    Guidelines for Suitability

    Clients chosen to participate in the OSEB Program must:

  • Be eligible for OSEB.

  • Attend an orientation session at the SLBDC (Mondays @ 2:00 p.m.) where they will complete an assessment of their existing skills which can be applied to self-employment.

  • Fully understand the advantages and disadvantages of self-employment, and how self-employment will impact their lives and families.

  • Participate in all mandatory workshops.

  • Work full-time on implementing/operating their business.

  • Income Support - Personal income support may be available for eligible participants. These funds are not for business use and are intended strictly as a means of personal support.


    Insured Participants

  • Are you considering starting your own business?

  • Are you currently an "Insured Participant"?

  • Eligible participants are those who, pursuant to the Employment Insurance Act, are unemployed.



    Individuals who at the time of applying for the Self-Employment Program:

    for whom an unemployment benefit period has been established or has ended within the 36 months prior to the date of requesting assistance; or for whom a benefit period that included a maternity or parental claim has been established within the 60 months prior to the date of requesting assistance, after which the individual remained out of the labour market in order to care for a newborn or newly adopted child and is now seeking to re-enter the labour force.

    Other criteria may apply.

    Please note that, in all cases, OSEB approval is largely contingent on the business plan concept submitted by the individual. Assistance in writing a business plan will be provided through OSEB.

    Note: An individual applying to the OSEB Program must not yet be operating their business.

    This Employment Ontario program is funded in part by the Government of Canada.
